Report from the Grand Council: Oct 2005

A. COMMITTEE/MEMBER ACTIVITY

1) Board of Directors Request for Top Three 
"Future-of-the-SCA-and-the-corporation" type topics
A mid-quarter report was requested from the Board of Directors to the 
GC to consider a Top Three "Future-of-the-SCA-and-the-corporation" type 
topics for discussion at a meeting Board of Directors in September.

B. COMMITTEE STATUS AND COMMENDATIONS

A current list of Committee Officers is viewable in the appendices.


The Nomination Committee had been directed to select names from the 
last nomination procedure that were still willing to serve to help 
bring the number of councillors back up to a working level in the short 
term. The nomination process for replacements for outgoing councillors 
continues with a call for volunteers willing to serve. Letters have 
been posted as SCA Announcements and forwarded to many Kingdom email 
lists.

Commendations to those Council Members leaving/changing status for 
great service and welcome to those newly coming on board. Also 
Commendation to the NonCom Committee and NonCOM Chair for such a great 
job on recruitment.

Additions this Quarter will be the last candidates added to the Grand 
Council until next May, unless we lose members before then.  We have a 
large pool of qualified candidates to draw from should it be necessary. 
The NonCOM Chair hopes to make a report later on the criteria they 
used.  He would hope future NomComs have at least the same tools they 
had.

There were many additions to the Council. A current roster and list of 
changes is appended below


C. PUBLISHABLE SUMMARY
Board of Directors Request for Top Three 
"Future-of-the-SCA-and-the-corporation" type topics. A mid-quarter 
report was requested from the Board of Directors to the GC to consider 
a Top Three "Future-of-the-SCA-and-the-corporation" type topics for 
discussion at a meeting Board of Directors in September.
Much discussion ensued a wide range of 71 sub-topics were reduced to a 
smaller range of sub topics under a top 3.

Below is a partial summary of the discussions on the Grand Council's 
Top 3 Long Range Planning Topics for the Board of Directors to review.

#1 (G)     STRUCTURAL REVIEW
How should our organizational structure change to better serve an 
increasingly international Society? The World Proposal attempted to 
deal with these issues. The specific mechanisms of that proposal may 
not have been ideal, but the issues it raised must be confronted. What 
are the threats and opportunities presented by use of the 
"international franchise" model? Can an advisory council be 
useful? Also, is the geographic exclusivity model that dictates that 
there must be no more than one SCA group in a particular postal code or 
region optimal?
 
#2 (A)     MEMBERSHIP GROWTH
The demographics of the Society seems to be changing. If the Society is 
becoming older, and changing in other ways, how should we respond to 
those changes? What is the "target market" of the SCA, and how do we 
reach it better? How can we improve the value that membership offers in 
relation to its cost to the member? Can changes to membership 
responsibilities or to the rules structure improve participation?

3# (K)      RULES REVISIONS
Kingdom laws and bureaucracy seem to be growing. Is this appropriate, 
and if not, how can that best be managed? A sunset clause that required 
reexamination of rules on a regular basis might be useful. Rules not 
reapproved every four years could revert to Society minimums.
 SCA discipline issues and extra-SCA legal fees and expenses seem to be 
rising faster than the number of participants.  Why is that, and is 
that a trend that can be reversed? How else can the sanction and 
investigation process be improved?
 How can the accountability of the board to the membership be improved? 
Some possibilities might be more direct and transparent director 
selection, more transparent board processes, webcast of meetings, more 
kingdom representation and nonboard ombudsmen.

A Report was submitted but unfortunately arrived too late for use at 
the Board of Directors Retreat Meeting. The Secretary apologized for 
the lateness of the report. The Board of Directors GC Rep has asked 
that the report be re-worked and resubmitted at a later time for 
considered use. The GC Secretary will endeavor to do so before the next 
Quarter.

Ensuing discussions followed about how such delays might be avoided in 
the future. Possible change of format from email list to message 
boards, email changing of headers ie email etiquette, potential use of 
sub committees, realistic study of timelines needed for discussions 
versus expected deadlines, business plan for the Board of Directors's 
consideration, Hurricane/Disaster Relief.

The Council added 15 members, and had 2 Kingdom Reps. changed.  We now 
have a full roster except for 5 Kingdoms which have not appointed 
representative to the GC.
