Report from the Grand Council: January, 2003

The Grand Council believes that the Non-Member Surcharge should not be applied to groups outside the USA.

F. PUBLISHABLE SUMMARY

The Grand Council was allowed to continue its discussions from last quarter on the proposals for structural reform attached to the Q3 2002 report. The Grand Council did vote on whether the Non-Member Surcharge should be applied to non-USA groups, and resoundingly answers NO!

The Grand Council developed a proposal for audit and review of the SCA, Inc.'s financial records to determine the cause of the ongoing or repeating problems and seek recommendations to relieve the "crisis" on a longterm basis. The GC also drafted a list of questions to be used by the Board as the basis of a FAQ about the insurance, which should be posted to the sca.org website when complete. Both of these are pending review and vote, which should occur early in Q1-2004 (possibly before the Board Meeting in January).

Two subcommittees were formed, one to develop a structure for how the general populace can vote (chaired by Cedric MacRory) and one to discuss whether the GC's charter needs to be updated (chaired by Hrolf from Lochac). Both committees are hard at work and their reports will be included in the next quarter's report. The Nominating Committee, already in existence, regrouped.
