Report from the Grand Council: April, 2001

To the Directors, Greetings.

As the Secretary of the Grand Council, Galleron de Cressy, was unavailable due to business and travel, the Assistant Secretary, Dafydd ap Owain, has drafted this report in his stead.

Items Requiring Board Action

Electronic Communications Policy: The GC proposes that the board increase and improve communication to and from the membership via electronic media. The proposed policy, strongly supported by the Council, is attached in Appendix A. We recommend that it be enacted immediately by the Board of Directors and the Officers of the Society.

Policy Interpretations

Commendations

The Chairman of the Grand Council would like to recognize the following: Dafydd ap Owain ap Cadell for acting in the stead of our current Secretary, Haraldr Bassi for writing (and rewriting) several proposals, and Peter the Uncertain for his organizational work at the beginning of the current discussions.

General Status Report

This quarter the Grand Council spent most of its time discussing feedback methods to the Board, including the Electronic Communications Policy Proposal (attached, Appendix A), facet by facet. The proposal as written was overwhelmingly approved by vote. There were also side discussions revolving around practical implementation of the same, though the common feeling was that implementation should be left to the Board. Finally we touched upon the issues revolving around Electronic/Digital Signatures.

In the current Proposal, Section 3 was originally passed in a different version, which was rewritten and overwhelmingly approved to replace the original. The original version is included in Appendix B for informational purposes only.

A proposal to create an email list to receive feedback on proposed policies was defeated by a very narrow margin (13:12, against, with 5 abstentions), and a proposal to create an email list for all SCA officers, group through corporate, was strongly defeated. These rejected proposals are included in Appendix C for informational purposes.

The Grand Council is still working on further proposals for collecting and evaluating member feedback.

Publishable Report Summary

The Grand Council proposes that the board increase and improve communication to and from the membership via electronic media, specifically via creation of a corporate announcement list and publication of all SCA operational manuals and other internal use publications over the internet.
